Dr. Raed used to be the Deputy Director of the Trade and Agriculture Directorate of the OECD. Prior to that, he was the Chief Economist for the pillar Government of Dubai. There, he led the team entrusted with redefining the economic in Dubai's Strategic Plan 2015 and with shielding the Emirate from the 2009 global economic crisis.
Dr. Raed specialises in the empirical and policy analysis of international trade and agriculture.
He has published an extensive array of books and articles covering such areas as trade and development, regional trading arrangements, tariffs and non-tariff barriers, special and differential treatment, trade and environment, services trade, global value chains, and the world trading system.
He currently provides support to the G20 and B20 Trade agendas.
His current research interests include policy implications from the emergence of global value chains, services trade and food security. Dr. Raed has previously worked for the World Bank and as a consultant for numerous governments, regional development banks and UN agencies.
