Dr. Radwa Elsaman is a legal expert, institutional development professional, and legal capacity-building expert. With 20 years of experience, she is well-known in the Middle East for assisting governments and private sector entities with legal and institutional reform. Examples include the USAID; the World Bank Group, the European Investment Bank; the International Development Law Organization; the Agence Française de Développement (AFD); and the GIZ (Deutsche Gesellschaft für Internaionale Zusammenarbeit). Her professional engagements include the development of comprehensive drafts of laws, regulations, sectorial guidelines and similar documents that reflect best international practices and accompanying explanatory notes. Between 2006 to 2015, Dr. Elsaman was working for law firms in Egypt and abroad, including mainly the international law firm of Dentons and the global law firm of DLA Piper.
In addition, she has taught law as a senior lecturer inside Egypt, at Cairo University, and abroad at Boston University School of Law, Cornell University School of Law, and the Central European University. Dr. Elsaman’s legal publications have appeared in worldwide-law journals, including among others, the University of California Los Angles Pacific Basin Law Journal, Richmond Journal of Global Law, New England Journal of International and Comparative Law, George Mason Journal of International Brief. She is currently contributing to the Cambridge Handbook on Comparative Law, Cambridge University Press. She received her Masters and Ph.D. in law from the American University’s Washington College of Law in Washington, DC and her Bachelor of Laws from Cairo University in Egypt. She is a native Arabic speaker and fluent in English. She has received several awards, including the recognition of the AAUW (American Association of University Women) in Washington DC in 2019.
