Subject: Instructions on Administrative and Operational Controls for Practicing the Activity of Renting and Using Quad Bikes for Onshore Tours and the Conditions and Standards for Tourist Transport Establishments That Rent Out Quad Bikes for Onshore Tours

Based on Article 2 of Qatar Law No. 20/2018 regarding the regulation of tourism, it is prohibited to establish, utilize, or manage hotels and touristic facilities or practicing any tourism activity without a license from Qatar Tourism according to conditions and controls specified by the law and its executive regulations.

Based on Article 1 of Qatar Law No. 20/2018 the same law which stipulates that tourist establishments mean "places allocated to provide services for tourists, such as offices of tourist transport", renting quad bikes is considered as a tourist activity, specifically "activity related to the transportation of tourists on trips onshore".
