1 - INTRODUCTION
Article 1.1 - Background
As part of the operation, maintenance and development of a road network, it is necessary at times to implement work zones to facilitate road works, temporary closures, management of incidents and other planned/unplanned events. Work zones within the right of way may affect road safety and limit the free movement of road users. It is therefore important to plan all work activities to optimize road safety, road space and work efficiency whilst minimizing congestion, delay and inconvenience for all road users.
The purpose of work zones are to provide a road environment that is safe for all road users and road workers during planned and unplanned works and events while maintaining access and traffic flow. The application of the principles detailed in this Guide will ensure a high standard of safety is achieved at all work zones.
