Scope of this document

This guidance is for anyone developing or deploying artificial intelligence (AI) systems that impact the public. If you’re using these AI systems rather than developing them, please consult the document “Principles and Guidelines for Ethical Use of Artificial Intelligence.”

The guidelines here aren’t legally binding and following them is entirely voluntary. Nevertheless, we encourage all stakeholders to reflect on how these broad principles can help support Qatar’s aspirations.

Given the wide range of AI applications, organizations should adapt these guidelines to fit their specific situations and contexts.

This document will be reviewed and updated periodically—every one to two years—to ensure it remains aligned with emerging technologies and continues to support the ethical and responsible development and deployment of AI systems in line with Qatar’s national goals.
