Guidance Rules for Treasury Bill Issues and Related Transactions

Subject: Guidance Rules for Treasury Bill Issues and Related Transactions

With reference to the Banking Law of 1974, especially Article 2-2.03, the Board of Governors of the Central Bank of Oman, having received authorization to issue Treasury Bills in the name of the Government of the Sultanate of Oman decides as follows:

A. General Provisions

  1. As used in this Guidance Circular, the following terms have the meaning set forth below unless the text requires otherwise :-

    • a) Central Bank shall mean the Central Bank of Oman

    • b) Government shall mean the Government of the Sultanate of Oman.

    • c) Bank shall mean a bank licensed to carry on a banking business in the Sultanate which has given the written confirmation as specified at part A

    • 5) below.

    • d) Institutions and non-authorised banks shall mean Joint Stock and Limited Liability companies and financial institutions resident or non-resident.

    • e) Face value or par value shall mean the amount due on the Treasury Bill at maturity.

    • f) Discounted amount shall mean the net value of the Treasury Bill after deduction of the discount element.
