This Circular supersedes our Oman Central Bank Circular No. 56/1976 dated July 7, 1976. Effective immediately all banks are entitled to apply for permission to offer to clients temporary on-site banking facilities as per the following guidelines.

1. Type of Business Permitted

   Restricted to the issuance of bank drafts, mail and telegraphic transfers, and the opening and operation of Savings accounts.

2. Facility

   This service only to be carried out at the written request of a client and provided to employees of that client or employees of firms subcontracting for the client or otherwise in a contractual relationship to that client on his site or premises.

   Operations to be carried out from a named branch which shall incorporate all transactions relating to the on-site business in its records.

3. Staffing

   Minimum three persons, including one authorized signer and a security guard. Cash and other records to be carried to and from the site in a locked box which is fire and weather resistant. Staff members carrying this service should be compensated accordingly.

4. Hours

   This service may be carried out at times, convenient to both bank and client, between the hours of 0600 and 2000.
