On the Issuance of the Regulation of the Market of Promising Companies

After perusal of Oman Sultani Decree No. 20/2024 on the establishment of the Financial Services

Authority and the issuance of its Statute;

Oman Sultani Decree No. 18/2025 on the establishment of the Promising Companies Market;

The Implementing Regulation of the Capital Market Law issued by Oman Decision No. 1/2009;

The Regulation of Public Joint-Stock Companies issued by Oman Decision No. 27/2021;

The approval of the Board of Directors of the Financial Services Authority;

The approval of the Ministry of Finance; and

Based on the public interest requirements,

The following has been decided:

Regulation of the Promising Companies’ Market

Chapter 1 - Definitions and General Provisions

Article 1

In application of the provisions of this Regulation, the following terms and expressions shall have the meanings assigned against each, unless the context requires otherwise:

  1. Authority:

    The Financial Services Authority.

  2. Stock Exchange:

    Muscat Stock Exchange (SAOC).

  3. Market:

    The Promising Companies’ Market.

  4. Promising Company:

    A closed joint stock company that is listed on the market.

  5. Qualified Investor:

    An investor who falls under any of the categories stipulated in Article (12) of the present Regulation.
