These Regulations are to be referred to as Business Licensing Regulations as the same may be amended from time to time.

These Regulations are issued by Abu Dhabi Future Energy Company ( ADFEC ) in fulfilment of its obligations under Article 7 of Law 22 of 2007 in respect of the establishment of Abu Dhabi Future Energy (Private Joint Stock Company) and Masdar Institute for Science and Technology.

These Regulations are made on and come into force on 1 February 2009 and will apply in the jurisdiction of Masdar City Free Zone until such time as they are revoked by ADFEC.

In these Regulations, the following words and expressions shall have the meaning set out below unless the context otherwise requires:

1. ADFEC means Abu Dhabi Future Energy Company or any other entity or company designated by it (including Masdar City Services LLC) to carry out its functions under these Regulations and the Registration Regulations;
