Bribery

Overview

There is no key legislation in the United Arab Emirates (UAE) explicitly governing the crimes of bribery or corruption. However, there are significant provisions which govern different aspects of bribery and combats corruption, as follows:

  • Federal Decree-Law No. 31/2021 On the Issuance of the Crimes and Penalties Law.

  • Federal Decree-Law No. 49/2022 On Human Resources at the Federal Government.

  • Federal Decree-Law No. 10/2025 Regarding Combating Money Laundering Crimes, Combating the Financing of Terrorism and the Financing of Arms Proliferation.

  • Dubai Law No. 37/2009 on the Procedures of Refund the Public Property and Illicitly Collected Money.

  • Dubai Law No. 8/2018 On Dubai Government Human Resources Management.

Numerous government authorities are responsible for investigating criminal acts of bribery and corruption at a federal and emirate level.

In addition, the UAE has ratified the United Nations Convention Against Corruption by virtue of Federal Decree No. 8/2006 Concerning the United Nations Convention Against Corruption and is a signatory to the Arab Anti-Corruption Convention to combat corruption between all Arab countries.
