Overview

  • The relationship between the Gulf Cooperation Council (GCC) and the European Union (EU) is a relatively recent phenomenon. Despite the deep differences in their level of “institutionalisation” and the existence of different political structures and policies, both regional organisations have been committed to enhancing their political and economic cooperation.

  • This Practice Note provides an overview of the cooperation framework between the EU and the GCC.

Definitions

  • EU: European Union.

  • EEC: European Economic Community.

  • GCC: Cooperation Council of the Arab States of the Gulf- Gulf Cooperation Council.

  • Euro-Arab Dialogue: Forum shared between the European Economic Community and the League of Arab States to discuss economic and political affairs.

  • EU-GCC Cooperation Agreement: Agreement seeking to improve trade relations and stability in both regions.

  • EU-GCC Joint Council and Ministerial Meetings: Series of annual meetings at ministerial level between the EU and the GCC.

  • EU-GCC FTA: Free Trade Agreement seeking progressive reciprocal liberalisation of trade in goods and services. The FTA negotiations are currently suspended.
