GCC Building Regulations
Overview
This Practice Note covers the Building Regulations as standardised and established across the GCC region.
These standards have been set by the GCC Standardization Organization (GSO), which contains regulatory boards from each of the GCC countries as well as a regulatory board from Yemen.
The unified regulations set by the GSO detail the technical and administrative systems and requirements for construction materials and processes.
Specialised technical committees within the GSO are responsible for the drafting of relevant standards and codes related to their expertise within the industry.
All the GCC countries' legislations, must comply with these GCC building regulations and standards, prior to the incorporation of the latter.
Definitions
GSO : GCC Standardization Organization is a regional standardisation organisation established by the GCC Supreme Council with members including regulatory bodies from each of the GCC countries. The GSO has its headquarters in Riyadh, Saudi Arabia.
Technical Committee : Specialised committees formed by the GSO, which are responsible for the development of relevant GSO standards within their respective fields.

The GSO incorporates the following regulatory bodies:
Saudi Arabia: Saudi Standards, Metrology and Quality Organization (SASO).
UAE: Emirates Authority for Standardization and Metrology (ESMA).
