The main legislation on public procurements in Turkey is the following: Public Procurement Law No. 4,734 (PPL) adopted on 4 January 2002; and the Law on Public Procurement Contracts Law No. 4,735 (PPCL), which is mainly for public contracts concluded in relation to the extent of the PPL. Currently regulations regarding public procurement change often with various laws on different dates and they are effective together with these amendments. Apart from these main laws, the legislation is also regulated by a vast number of Directives issued by the Public Procurement Authority (PPA) affecting public procurement as secondary regulations.
