A significant change has been introduced by the new Public Tender Law authorising a contracting governmental entity, for purposes of public interest, to amend the number or volume of a contract without the contractor's right to request any indemnity in this regard (while the old Public Tender Law provided for a limitation on any similar amendment whereby its value could not exceed 20 per cent of the contract price).

Furthermore, Qatar is continuously focused on the role of small and medium enterprises in the construction sector and has authorised, under the new Public Tender Law, the full or partial exemption of such enterprises' participation in tenders from submitting the required temporary bond, final bond and advance payment performance bond, provided that an undertaking is provided by Qatar Development Bank.
