Kuwait has been an oil-producing country since the late 1940s. Since that time, the country has become one of the most influential economies in the Middle East. It has an estimated 8 per cent of the world's oil reserves. This is mainly from the giant Burgan oilfield, the world's second-largest. Kuwait has three major domestic refineries with a total capacity of around 900,000bbl/d (barrels per day). The construction of a fourth plant, Al Zour, which was initially planned for 2010 was stopped by Parliament following the findings of the Audit Bureau. The plant would have had a capacity of roughly 615,000bbl/d. The vast majority of Kuwait's oil output is destined for export, mainly to the Far East and Europe. Kuwait currently plans to raise production from 2.676 million bbl/d (current capacity as stated by OPEC) to 4 million by 2020 through the development of new reservoirs, the introduction of enhanced oil recovery techniques and the production of heavier oil grades.
