The Jordanian Investment Law No. 30 of 2014 (the Investment Law) regulates free zones and development zones in Jordan. It defines free zones as follows: 'specific areas of the Kingdom's territories, fenced by separating barriers, designated for economic and commercial activities, including storage of goods; which areas fall outside the customs scope, and the goods and activities undertaken inside the free zones are treated as if outside the Kingdom for the purposes of implementing the provisions of this law'.

The Investment Law further defines development zones as 'any area falling within the customs scope in the Kingdom, which is announced as a development zone in accordance with the provisions of this Law'.
