Oman Sultani Decree No. 79/2013 issued the regulations for the Special Economic Zone in Duqm on December 26, 2013.

The Special Economic Zone Authority in Duqm (SEZAD) was established by Oman Sultani Decree No. 105/2020. SEZAD is a governmental body with juristic personality, and financial and administrative independence. SEZAD aims to oversee the implementation of all projects in Duqm and the region to contribute to overall economic and social development. SEZAD is granted usufruct rights to use state owned lands in the zone. It is also authorised to establish, and be a shareholder, in companies with the aim of developing the region and its main sectors.

The following Executive Regulations have been issued by SEZAD:

  • Oman Decision No. 21/2015 issuing the Enterprise Registration Regulation in Duqm Special Economic Zone;

  • Oman Decision No. 236/2015/ issuing the Rules Regulating Tax Exemptions in Duqm Special Economic Zone;
