Dubai Silicon Oasis Authority (DSOA) was established by the Government of Dubai under Dubai Law No. 7/2004 which was replaced by Dubai Law No. 16/2005, to facilitate and promote modern technology-based industries, research and development.

The regulations governing DSOA depend on the location of the company registered with DSOA as it offers both freezone and non-freezone status to companies. Companies established outside the freezone area (but within DSOA) are governed by Federal Law No. 2/2015 Concerning Commercial Companies and prevailing Dubai laws. Whereas companies established within the freezone area in DSOA are governed by Dubai Law No. 16/2005, FZE and FZCO Implementing Regulations, Dubai Regulation No. 1/2006.
