Dubai Outsource City is one of nine clusters making up the Dubai Creative Clusters. Dubai Outsource City was established in 2007 under the regulation of the Dubai Technology and Media Free Zone Companies Authority, which was established pursuant to Dubai Law No. 1/2000 issued on 29 January 2000.

The Dubai Technology and Media Free Zone Companies Authority was renamed the Dubai Creative Clusters Authority under Dubai Law No. 15/2014, which repealed Dubai Law No. 1/2000. The authority was further renamed Dubai Development Authority under Dubai Law No. 10/2018.

Under Dubai Development Authority Decision No. 1/2018 Concerning License Categories, the Dubai Development Authority (DDA) is the registration and licensing authority for the Dubai Outsource City (as well as the other eight clusters forming the freezone Dubai Creative Clusters).
