For the past few years, the Egyptian government has been actively seeking to regulate the country’s deeply rooted informal economy. The government’s efforts are evidenced by an increasingly active legislator targeting numerous sectors, as well as various market players. Accordingly, the recent promulgation of the new Consumer Protection Law, Egypt Law No 181/2018 (the New Law) repealed the somewhat ineffective old Consumer Protection Law, Egypt Law No 67/2006 (the Repealed Law) that established the Consumer Protection Agency (the CPA). Egypt Law No 181/2018 introduces novel concepts, and tackles additional commercial activities in the e – commerce sphere. Most importantly, the new Consumer Protection Law tackles the real estate sector specifically and gives consumers more rights in relation to suppliers with respect to the sale of goods and the provision of services. In contrast with the old Consumer Protection Law, Egypt Law No 181/2018 provides for a stricter accountability system by further empowering the CPA and with a sterner penalty regime.
