Prior to Egypt Law No. 67/2010, PPP projects in Egypt were, like other procurement projects, governed by the law of tenders and bids - Egypt Law No. 89/1998 that was amended lately by Egypt Law No. 182/2018. In addition, PPP projects were governed by the general law on traditional concessions in public utilities Egypt Law No. 129/1947 and the other specialised laws on concession in specific fields such as Egypt Law No. 61/1958 governing concessions in oil, gas and natural resources. The increased need to develop and finance the Egyptian infrastructure led Egypt government to support the private sector to finance its infrastructure projects through Public Private Partnership (PPP). Public Private Partnerships in Egypt are now regulated by Egypt Law No. 67/2010 Promulgating the Law Regulating Partnership with the Private Sector in Infrastructure Projects, Services and Public Utilities, which was published in the Official Gazette on 18 May 2010; and Egypt Decree No. 238/2011 Promulgating the Executive Regulation, which was published in the Official Gazette on 23 January 2011.
