Egypt Bids and Tenders Law

In 2018, the government of Egypt enacted a new public procurement law to replace Egypt Law No. 89/1998 on Bids and Tenders that lasted for almost 20 years. The new public procurement law, Egypt Law No. 182/2018, was published in the Official Gazette on 3 October, 2018 and entered into force 30 days after its issuance.

According to Article 2 of Egypt Law No. 182/2018, the general aim of Egypt Law No. 182/2018 is to:

  • regulate the procedures of planning and executing public contracts; increase the efficiency and the effectiveness of public expenditures;

  • enhance the principles of good governance by increasing transparency;

  • apply modern means of administration and shifting to use technology in contracting procedures;

  • offer equal treatment to all businesses that deal with administrative entities;

  • prevent corruption, monopoly, and manipulation; and

  • encourage small and medium enterprises.

In addition, Article 6 of Egypt Law No. 182/2018 provides that public procurement will be governed by the principles of transparency, free competition, equality, and equal opportunities.
