The Minister of Justice,
After perusing the Federal Law No. 1/1972 on the Competencies of Ministries and Powers of
Ministers, and its amendments;
Federal Law No. 3/1987 promulgating the Penal Code, and its amendments;
Federal Decree-Law No. 3/2003 on the Regulation of Telecommunication Sector, and its
amendments;
Federal Decree-Law No. 11/2008 on Human Resources in the Federal Government, and its
amendments;
Federal Decree-Law No. 5/2012 on Combating IT Crimes, and its amendments;
Federal Decree-Law No. 2/2015 on Combating Discrimination and Hatred, and its
amendments;
Cabinet Decision No. 23/2008 on the Organisational Structure of the Ministry of Justice, and
its amendments;
Cabinet Decision No. 21/2013 on the Information Security Regulation at Federal Entities,

Article 1 - Definitions
The following words and expressions shall have the meanings stated beside them, unless the context requires otherwise:
Ministry: Ministry of Justice.
Ministry Units: All sectors, departments and organisational units at the Ministry.
Competent Entity: Information Technology Department at the Ministry:
