Ministerial Decision No. 220/2025 On the Licensing of Higher Education Institutions and the Accreditation of Their Academic Programmes

Abrogating:

Ministerial Decision No. 27/2024 dated 12/12/2024

The Minister of Higher Education and Scientific Research,

Federal Decree-Law No. 28/2024 amending some provisions of Federal Law No. 1/1972 on the competencies of Ministries and powers of Ministers;

Federal Decree-Law No. 48/2021 on Higher Education;

Cabinet Decision No. 106/2024 on the Approval of the National Qualifications System;

Cabinet Decision No. 21/2025 on the organisational structure of the Ministry of Higher Education and Scientific Research;

Ministerial Decision No. 27/2024 on the Licensing of Higher Education Institutions and the Accreditation of their Academic Programmes and the Outcomes-Based Quality Assurance Framework, and its amendments; and

Based on the public interest requirements,

Has decided the following:

Article 1

  1. The attached pathways for obtaining the required institutional licences and programme accreditations for higher education institutions in the State shall be hereby approved as follows:

    • Granting a new higher education institution a provisional institutional licence and commencing its operations: As per the pathway set out in Annex (1).
