Ministerial Decision No. 0702/2025 On Administrative Penalties for Violations by Business Centres

The Minister of Human Resources and Emiratisation,

After perusal of Federal Law No. 1/1972 on the Competences of Ministries and Powers of Ministers, and its amendments;

Federal Decree-Law No. 33/2021 on the Regulation of Labour Relations, its amendments, its Implementing Regulation and the decisions issued in implementation thereof;

Ministerial Decision No. 45/2022 on the Formation of the Committee of Grievance against Decisions Issued by the Ministry of Human Resources and Emiratisation, and its amendments; and

Based on the public interest requirements,

The following has been decided:

Article 1 - Definitions

In application of the provisions of this Decision, the following terms and expressions shall have the meanings assigned to them, unless the context requires otherwise:

  • Ministry: The Ministry of Human Resources and Emiratisation.

  • Business Centres: Private sector establishments that provide support to companies and individuals in obtaining certain services of the Ministry, through employees at these centres who are granted user privileges for submitting and following-up on services on behalf of the company or individual in the Ministry’s systems, including any user working therein.
