Pursuant to the perusal of the Constitution,

Federal Law No. 1/1972 on Competencies of the Ministries and Powers of the Ministers and its amendments;

Federal Law No. 15/1980 on Publications and Publishing;

Federal Law No. 5/1999 on establishing Emirates Media Agency;

Federal Decree-Law No. 3/2003 regulating the Telecommunication Sector and its amendments;

Federal Decree-Law No. 2/2011 on the establishment of the National Emergency Crisis and Disaster Management Authority, and its amendments;

Federal Decree-Law No. 5/2011 regulating the Boards of Directors, Boards of Trustees, and Committees in the Federal Government;

Federal Decree-Law No. 8/2011 on the Rules for the Preparation of the Public Budget and Final Accounts;

Federal Decree-Law No. 5/2012 on Combatting Cyber Crimes;

Federal Decree-Law No. 12/2014 on the regulation of the auditing profession;

Federal Decree-Law No. 2/2015 on Combating Discrimination and Hatred; and

Based on the approval of the Cabinet and the Federal National Council, and the ratification of the Federal Supreme Council,
