And whereas:

INMARSAT operates a global satellite system for the provision of maritime, aeronautical and land mobile communication services through its signatories.

INMARSAT proposes to set up a regional office in the United Arab Emirates (the "Regional Office") under the laws of the United Arab Emirates to cover both the Arab and the Central and Western Asia regions (the "Region"), and in particular to support the activities of INMARSAT Parties and Signatories including the Ministry, through the provision to these Parties and Signatories of marketing expertise, specialized technical support and Professional consultation within the purposes of INMARSAT under the Convention.
