We, Mohammed bin Zayed Al Nahyan, President of the United Arab Emirates,

After perusal of the Constitution;

Federal Law No. 1/1972 on the Competencies of Ministries and Powers of Ministers, and its amendments;

Federal Decree-Law No. 4/2004 on the establishment and regulation of the Presidential Court, and its amendments;

Federal Decree No. 96/2023 concerning the formation of the Joint Strategic Committee for African Cooperation;

Federal Decree No. 151/2023 concerning the establishment and organisation of the Office of Development and Martyrs’ Families Affairs;

Cabinet Decision No. 17/6 M/2018 on the re-formation of the UAE Committee for the Coordination of Humanitarian Foreign Aid;

Decision of the Deputy Prime Minister, Head of the Presidential Court No. 20/2018 regarding the Higher Committee for Foreign Aid;

Ministerial Decision No. 484-1/2023 on the formation of the Advisory Committee for International Health Development; and

Based on the proposal of the Vice President, Deputy Prime Minister, Minister of the Presidential Court, and the approval of the Council of Ministers,

Have decreed as follows:
