We, Mohammed Bin Zayed Al Nahyan, President of the United Arab Emirates State,

After perusal of the Constitution;

Federal Law No. 1/1972 on Competencies of Ministries and Powers of Ministers, and its amendments;

Federal Law No. 5/1983 on Nurseries;

Federal Law No. 29/2006 on the Rights of People with Special Needs, and its amendments;

Federal Law No. 3/2016 on Child Rights Law “Wadeema”;

Federal Law No. 14/2016 on Violations and Administrative Penalties in the Federal Government;

Federal Decree-Law No. 18/2020 on Private Education;

Federal Decree-Law No. 33/2021 on the Regulation of Employment Relationships, and its amendments;

Federal Decree-Law No. 43/2022 on the establishment of the Federal Authority for Early Childhood Education;

Federal Decree-Law No. 44/2022 on the establishment of the National Centre for Education Quality.

Based on the proposal of the Minister of State for Early Education, and the approval of the Cabinet,

Have issued the following Decree-Law:
