Federal Law No. 9/1976 on Delinquent and Vagrant Juveniles,

Federal Law No. 3/1987 on the Issuance of the Penal Code and its amendments,

Federal Law No. 35/1992 on the Issuance of the Penal Procedure Law and its amendments,

Federal Law No. 43/1992 Regulating Penal Institutions,

Federal Law No. 9/2018 on Control of Begging,

Federal Decree-Law No. 1/2019 on the Determination of the Blood Money “Diya” for Involuntary Manslaughter,

And based on the proposal of the Minister of Justice and the approval of the Council of Ministers,

Have promulgated the following Decree-Law:
