We, Khalifa bin Zayed Al Nahyan, President of the United Arab Emirates,
Pursuant to the perusal of the Constitution;
Federal Law No. 1/1972 on Competencies of the Ministries and Powers of the Ministers, and its amendments;
Federal Law No. 9/1976 on Delinquent and Vagrant Juveniles;
Federal Law No. 3/1987 promulgating the Penal Code, and its amendments;
Federal Law No. 35/1992 promulgating the Criminal Procedure Law, and its amendments;
Federal Law No. 36/1992 on Rehabilitation;
Federal Law No. 43/1992 regulating Penal Institutions;
Federal Law No. 14/1995 on Fighting Narcotics and Psychotropic Substances, and its amendments;
Federal Law No. 4/2015 on Private Health Facilities, and its amendments;
Federal Law No. 3/2016 on the Child's Rights (Wadeema's Law), and its amendments;
Federal Law No. 2/ 2019 on the Use of Information and Communication Technology in the Health Fields;
