Federal Decree-Law No. 26/2025 On Child Digital Safety

We, Mohammed bin Zayed Al Nahyan, President of the United Arab Emirates,

After perusal of the Constitution;

Federal Law No. 1/1972 on the Competencies of Ministries and Powers of Ministers, and its amendments;

Federal Decree-Law No. 3/2003 on the Regulation of the Sector of Telecommunications, and its amendments;

Federal Law No. 3/2016 on the Rights of Children (“Wadeema's Law”), and its amendments;

Federal Decree-Law No. 34/2021 on combating Rumours and Cybercrimes, and its amendments;

Federal Decree-Law No. 45/2021 on Personal Data Protection;

Federal Decree-Law No. 55/2023 on Media Regulation;

Federal Decree-Law No. 42/2024 on the Establishment and Organisation of the Council for Education, Human Development, and Society;

Based on the proposal of the Minister of Family, and the approval of the Cabinet,

Have issued the following Decree-Law:

Article 1 - Definitions

In implementing the provisions of this Decree-Law, the following terms and expressions shall have the meanings assigned to each of them, unless the context requires otherwise:

State: The State of the United Arab Emirates.

Ministry: Ministry of Family.

Minister: Minister of Family.
