We, Khalifa bin Zayed Al Nahyan, President of the United Arab Emirates State,

After perusal of the Constitution,

Federal Law No. 1/1972 on Competencies of the Ministries and Powers of the Ministers and its amendments,

Civil Transactions Law promulgated by Federal Law No. 5/1985 and its amendments,

Civil Procedure Law promulgated by Federal Law No .11/1992 and its amendments,

Federal Decree-Law No. 4/2007 on the Establishment of the Emirates Investment Authority and its amendments,

Federal Law No. 7/2008 on the National Archives and its amendments,

Federal Decree-Law No. 11/2008 on Human Resources in the Federal Government and its amendments,

Federal Law No. 1/2011 on the General Revenues of the UAE,

Federal Law No. 8/2011 on the Re-organisation of the State Audit Institution,

Based on Clause (2) of Article 85 of the present Federal Decree-Law No. 26/2019, the regulations, decisions and circulars issued in implementation of the abrogated Federal Law No. 1/2011 dated 09/03/2011, to the extent not contrary to the provisions of the present Decree-Law shall continue to be effective, until the issuance of the regulations, decisions and circulars replacing them. Moreover, the Federal Entities that are previously exempted by the Council of Ministers from the application of the provisions of the abrogated Federal Law No. 1/2011 mentioned above, shall be exempted from the application of the present Decree-Law, until the issuance of the Cabinet Decisions for their abrogation, on the basis of Clause (3) of Article 85 of the present Federal Decree-Law No. 26/2019; therefore, a mention is in order.

Based on Clause (2) of Article 85 of the present Federal Decree-Law No. 26/2019, the regulations, decisions and circulars issued in implementation of the abrogated Federal Law No. 8/2011 dated 18/09/2011, to the extent not contrary to the provisions of the present Decree-Law shall continue to be effective, until the issuance of the regulations, decisions and circulars replacing them. Moreover, the Federal Entities that are previously exempted by the Council of Ministers from the application of the provisions of the abrogated Federal Law No. 8/2011 mentioned above, shall be exempted from the application of the present Decree-Law, until the issuance of the Cabinet Decisions for their abrogation, on the basis of Clause (3) of Article 85 of the present Federal Decree-Law No. 26/2019; therefore, a mention is in order.
