We, Mohammed bin Zayed Al Nahyan, President of the United Arab Emirates,

After perusal of the Constitution;

Federal Law No. 1/1972 on the Competencies of Ministries and Powers of Ministers, and its amendments;

Federal Law No. 2/1984 on the Practice of Economic Activities in the State by the Nationals of GCC Countries;

Based on the proposal of the Minister of Economy, and the approval of the Cabinet,

Have issued the following Decree-Law:

Article 1

Nationals of the Gulf Cooperation Council countries, whether physical or legal persons, shall be treated as nationals of the State in terms of practicing economic activities and professions in the State, except for economic activities and professions for which a decision is issued by the Supreme Council of the Gulf Cooperation Council or a decision is issued by the Cabinet to exempt them or to set special controls and conditions for practicing them.
