We, Khalifa Bin Zayed Al Nahyan, President of the United Arab Emirates,

After perusal of the Constitution;

Federal Law No. 1/1972 on the competencies of the Ministers and powers of the Ministries, and its amendments;

Federal Law No. 10/1973 on the Federal Supreme Court, and its amendments;

Federal Law No. 3/1983 on the Federal Judiciary, and its amendments;

Federal Law No. 3/1987 on the issuance of the Penal Code, and its amendments;

Federal Law No. 35/1992 on the issuance of the Penal Procedure Law, and its amendments;

Federal Law No. 36/1992 on rehabilitation;

Federal Decree-Law No. 4/2004 on the establishment and regulation of the Ministry of Presidential Affairs;

Federal Law No. 8/2011 on the organisation of the State Audit Institution;

Federal Decree-Law No. 14/2018 on the Central Bank, the organisation of the financial activities and institutions, and its amendments; and

Based on the proposal of the Deputy Prime Minister, Minister of Presidential Affairs, and the approval of the Cabinet;

Have issued the following Decree-Law:
