We, Khalifa bin Zayeh Al Nahyan, the President of the United Arab Emirates State,

Pursuant to the perusal of the Constitution;

Federal Law No. 1/1972 on the Competencies of Ministries and Powers of Ministers, and its amendments;

Penal Code Promulgated by Federal Law No. 3/1987 and its amendments;

Federal Law No. 17/2006 on the Establishment of the Supreme Council for National Security, and it amendments;

Federal Law No. 7/2008 on the National Archives, and its amendments;

Federal Decree-Law No. 9/2009 on the Retirement Pensions and Benefits of the Employees of the Supreme Council for National Security;

Federal Decree Law No. 8/2011 on the Rules for the Preparation of the Public Budget and Final Accounts;

Federal Decree Law No. 5/2012 on Combating Information Technology (IT) Crimes, and its amendments;

Abu Dhabi Local Law No. 10/2019 on the Relocation of the Monitoring and Control Centre;

Acting upon the proposal of the Deputy Prime Minister and Minister of Presidential Affairs and the approval of the Cabinet;

Have issued the following Decree Law:
