Abrogating

Federal Law No. 21/1995 dated 20/11/1995

We, Mohammed bin Zayed Al Nahyan, President of the United Arab Emirates,

Pursuant to the perusal of the Constitution;

Federal Law No. 1/1972 On the Competencies of Ministries and the Powers of Ministers, and its amendments;

Federal Law No. 21/1995 on Traffic, and its amendments;

Federal Law No. 9/2011 on Land Transport, and its amendments; and

Federal Decree-Law No. 31/2021 Promulgating the Crimes and Penalties Law, and its amendments; and

Acting upon the proposal of the Deputy Prime Minister and Minister of Interior, and the approval of the Council of Ministers,

Hereby issued the following Decree-Law:

Chapter 1 - General Provisions

Article 1 - Definitions

For the purposes of this Decree-Law, the following terms and expressions shall have the meanings assigned to them herein, unless the context requires otherwise:

State: The United Arab Emirates.

Ministry: The Ministry of Interior.

Minister: The Minister of Interior.

Licensing Authority: The competent authority within any Emirate of the State responsible for the issuance of Driver’s Licences, Vehicle driving permits, Vehicle registrations, and the regulation of traffic.
