Federal Decree-Law No. 13/2023 On the Establishment and Regulation of the Financial Stability Council

We, Mohammed bin Zayed Al Nahyan, President of the United Arab Emirates,

After perusal of the Constitution;

Based on the proposal of the Minister of Finance, and the approval of the Council of Ministers;

Have issued the following Decree-Law:

Article 1 - Definitions

In application of the provisions of this Decree-Law, the following terms and expressions shall have the meanings assigned against each, unless the context of the text requires otherwise:

  • UAE: The United Arab Emirates.

  • Council of Ministers: The Council of Ministers of the UAE.

  • Council: The Financial Stability Council.

  • Board of Directors: The Board of Directors of the Council.

  • Chairman: The Chairman of the Board of Directors.

  • Secretary-General: The Secretary-General of the Council.

  • Ministry: The Ministry of Finance

  • Central Bank: The Central Bank of the United Arab Emirates.

  • Finance Department: The authority concerned with financial affairs in the local Emirate.
