Cabinet Decision No. 96/2023 Concerning the Voluntary Alternative Scheme Replacing the Current End-of-Service Gratuity Scheme

The Cabinet,

Pursuant to the perusal of the Constitution;

Federal Law No. 1/1972 on the competencies of Ministries and the powers of Ministers, and its amendments;

Federal Decree-Law No. 33/2021 on the Regulation of Labour Relations, and its amendments;

Cabinet Decision No. 1/2022 on the Implementing Regulation of Federal Decree-Law No. 33/2021 on the Regulation of the Labour Relations; and

Based on the proposal of the Minister of Human Resources and Emiratisation, and the approval of the Council of Ministers,

Has decided the following:

Article 1 - Definitions

In application of the provisions of this Decision, the following terms and expressions shall have the meanings assigned to them, unless the context requires otherwise:

  • UAE: United Arab Emirates State.

  • Ministry: Ministry of Human Resources and Emiratisation.

  • Authority: Securities and Commodities Authority.

  • Central Bank: Central Bank of the United Arab Emirates.

  • Decree-Law: Federal Decree-Law No. 33/2021 on the Regulation of Labour Relations.

  • Employer: Every natural or juristic person who hires one or more workers in return for a remuneration of any type.
