Cabinet Decision No. 27/2023 On the application of the Carbon Offsetting and Reduction Scheme for International Aviation (CORSIA) in the State

The Council of Ministers,

Pursuant to the perusal of the Constitution;

Federal Law No. 1/1972 on the Competencies of Ministries and the Powers of Ministers, and its amendments;

Federal Law No. 20/1991 on the Promulgation of the Law on Civil Aviation;

Federal Law No. 4/1996 Concerning the General Civil Aviation Authority, and its amendments; and

Upon the proposal of the Chairman of the Board of Directors of the Securities and Commodities Authority, and the approval of the Cabinet,

Has issued the following Decision:

Article 1 - Definitions

In application of the provisions of this Decision, the following terms and expressions shall have the meanings assigned thereto unless the context requires otherwise:

  • State: United Arab Emirates.

  • ICAO: International Civil Aviation Organisation

  • Competent Authority: General Civil Aviation Authority GCAA:

  • Concerned Authority: Local authority in charge of civil aviation affairs in the concerned Emirate.

  • Air Operator Certificate: Certificate granted to airlines according to the procedures followed by the Competent Authority.
