Cabinet Decision No. 20/2023 On the Regulation for Ensuring Compensation of the Damage Caused to Third Parties While Practising Space Activities and Other Activities Related to the Space Sector (Third-Party Liability)

The Council of Ministers,

After perusal of the Constitution;

Federal Law No. 1/1972 on the competencies of Ministries and the powers of Ministers, and its amendments;

Federal Decree-Law No. 3/2003 on the regulation of the sector of telecommunications, and its amendments;

Federal Law No. 12/2019 on the regulation of the space sector;

Federal Decree No. 85/2000 on the Treaty on Principles Governing the Activities of States in the Exploration and Use of Outer Space, including the Moon and Other Celestial Bodies, as well as both treaties related to such activities; and

Based on the proposal of the Chairman of the Board of Directors of the United Arab

Emirates Space Agency, and the approval of the Council of Ministers,

Has decided:

Article 1 - Definitions

In implementing the provisions of this Decision, the following terms and expressions shall have the meanings assigned thereto unless the context requires otherwise:

  • State: The State of the United Arab Emirates.
