After perusal of the Constitution,

Federal Law No. 1/1972 on the Competencies of Ministries and Powers of Ministers, and its amendments;

Federal Law No. 17/2006 on the Establishment of the Supreme Council for National Security, and its amendments;

Federal Law No. 2/2011 on the Establishment of the National Emergency Crisis and Disaster Management Authority, and its amendments;

Federal Law No. 14/2014 on the Control of Communicable Diseases;

Federal Law No. 14/2016 on the Violations and Administrative Sanctions in the Federal Government;

Cabinet Decision No. 33/2016 on the Implementing Regulation of the Federal Law No. 14/2014 on the Control of Communicable Diseases,
