Qatar Law No. 15/2016 Promulgating the Civil Human Resources Law

We, Tamim bin Hamad bin Al-Thani, Prince of the State of Qatar,
After perusal of the Constitution,
Qatar Law No. 24/2002 on Retirement and Pensions, and its amending laws,
Qatar Law No. 2/2004 on People with Special Needs,
Human Resources Management Law promulgated by Qatar Law No. 8/2009,
Qatar Emiri Decision No. 6/2016 on the Organisational Structure of the Ministry of Administrative Development, Labour, and Social Affairs,
The draft law submitted by the Council of Ministers,
And after consulting the Shura Council,
Have promulgated the following Law:
Article 1
The Provisions of the Civil Human Resources Law attached to this Law shall be put into force.
Article 2
The provisions of the attached Law shall apply to civil servants of ministries and other government bodies, and public authorities and institutions. The following categories shall be exempt from its provisions to the limits set forth in their employment regulations:
1- Judges, side judges, members of the public prosecution and assistant prosecutors.
2- Employees of the Emiri Diwan.
