We, Haytham Bin Tariq, Sultan of Oman,

For the purpose of emphasizing the principles based on which the Sultanate of Oman was established and has directed its policies in various fields and has promoted such policies on the local, regional and international levels;

For the purpose of strengthening the international position of the Sultanate of Oman and the role thereof in the establishment of the foundations of equity, as well as the pillars of justice, security, stability and peace between various states and peoples;

For the purpose of pursuing efforts to build a better future with more achievements for the benefit of the country and the Nationals;

For the continuation of contribution of the Nationals, and for enabling them to build their future in all areas of life;

For the preservation of the Nation and maintenance of the territories, unity and social fabric thereof, as well as the protection of its cultural features;

For the purpose of strengthening the public rights, obligations and freedoms;
