We, Qaboos bin Said, Sultan of Oman,

Pursuant to the perusal of the Basic Statute of the State promulgated by Oman Sultani Decree No. 101/1996;

Commercial Companies Law, Oman Law No. 4/1974;

Law on the regulation of the usufruct over the lands of the Sultanate promulgated by Oman Sultani Decree No. 5h/1981;

Regulation of Public Authorities and Institutions promulgated by Oman Sultani Decree No. 116/1991;

Oman Sultani Decree No. 4/1993 on the Establishment of the Public Establishment for Industrial Estates (PEIE);

Foreign Capital Investment Law promulgated by Oman Sultani Decree No. 102/1994;

Financial Law promulgated by Oman Sultani Decree No. 47/1998;

Free Zones Law promulgated by Oman Sultani Decree No. 56/2002;

Tender Law promulgated by Oman Sultani Decree No. 36/2008;

Law on State Financial Audit and Administrative Control promulgated by Oman Sultani Decree No. 111/2011;

Law on the Protection of Public Funds and Avoiding Conflicts of Interests promulgated by Oman Sultani Decree No. 112/2011; and

Based on the public interest requirements;

Have issued the following Decree:
