Oman Ministerial Decision No. 103/2015 On the Exemption of Small Enterprises from the Set Omanisation Ratios and the Determination of Professions and Activities that Could be Authorised for Non-Omani Workforce for Small and Medium Enterprises

Pursuant to the Labour Law promulgated by Oman Sultani Decree No. 35/2003;

Oman Sultani Decree No. 76/2004 on the determination of the competencies of the Ministry of Manpower and the adoption of its organisational structure;

Based on the public interest requirements,

The following Decision was issued:

Article 1

The small enterprises established after the entry into effect of the provisions of this Decision shall be exempted from the set Omanisation ratios for a period of two (2) years, according to the following conditions:

1. The enterprise shall be owned by the employer.

2. The employer shall be fully dedicated to the management of the enterprise.

3. The employer shall be registered with the Public Authority for Manpower Record as an employer.

4. The employer shall be registered with the Public Authority for SME Development (PASMED).

5. The employer shall be insured with the Public Authority for Social Insurance (PASI).
