The President of the Republic of Lebanon,

Pursuant to the perusal of the Constitution;

Lebanon Law No. 642/1997 dated June 2, 1997 (On the Establishment of the Ministry of Industry), particularly Paragraph 3 of Article 4 thereof;

Lebanon Decree No. 13173/1998 dated October 8, 1998 (On the Regulation of the Ministry of Industry, Determination of its Staff, and Conditions of Appointment for Certain Positions Therein);

Lebanon Decree No. 5243/2001 dated April 5, 2001 (On the Classification of Industrial Facilities);

Upon the proposal of the Minister of Industry; and

After consulting the State Council (Opinion No. 229/2001-2002, dated 24/04/2002),

Hereby issues the following Decree:

First - General Provisions

Article 1

This Decree establishes the principles, procedures, and conditions for:

  • The licensing of the establishment of industrial facilities;

  • The licensing of the operation of industrial facilities;

  • The renewal of licences;

  • The amendment of licences;

Additionally, it includes provisions on:

  • The forfeiture of licensing rights, temporary closure, and revocation of licences; and
