We, Sabah Al-Salem Al-Sabah, Emir of the State of Kuwait,

After perusal of the Constitution especially Articles 20, 23, 65, 77, 148 and 154 and the Kuwaiti Currency Law promulgated by the Kuwait Emiri Decree No. 41/1960, and

Kuwait Law No. 23/1962 on the Accession of the State of Kuwait to the two Agreements of the International Monetary Fund and the International Bank for Reconstruction and Development, and

The Emiri Decree promulgated on 12 November 1964 on the Exchange Control, and
