The provisions of the enclosed law on the regulation of the contracts that the public authorities concludes shall come into force and shall be applicable on the authorities comprised in the general State budget, the state's administrative body including ministries, authorities and bodies that have their own budgets, local administration units, public service and economy authorities, in addition to the private units and funds that are affiliated to these authorities with the exception of the social care funds established therein and which basically depends in their finance on the financial subscriptions of the members thereof and the projects financed from private accounts, without prejudice to the clauses of the international agreements. This is unless provided for by a special provision in the laws or decrees issued on the establishment of the regulation thereof or in the regulations thereof issued upon said laws and decrees.
