Dubai Executive Council Decision No. 12/2025 On the Provision of Housing for Employees Working in Establishments in the Emirate of Dubai

We, Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, Chairman of the Executive Council,
Pursuant to the perusal of Federal Decree-Law No. 33/2021 on the regulation of labour relations, its amendments and its Implementing Regulation;
Dubai Law No. 26/2023 on the Executive Council of the Emirate of Dubai; and
Dubai Ministerial Decision No. 44/2022 on Occupational Health and Safety and Labour Accommodation and its amendments,
Have decided the following:
Article 1 - Dubai
Commercially licensed establishments in the Emirate of Dubai that employ (50) fifty or more workers earning a salary of (2,000) two thousand dirhams or less shall provide housing for these employees.
Article 2 - Regularisation of Statuses
The establishments addressed by the provisions of this Decision shall comply with its terms within a period not exceeding one year from the effective date. The Executive Council may extend this period for an additional similar duration if circumstances so require.
